Archbishop Devin D. Owens| Presiding Prelate
Archbishop Devin D. Owens is the Founding Pastor of Empowerment Church, one of the fastest growing ministries in the United States, with locations in Brooklyn New York, and Hartford Connecticut. He is a Five-Fold Ministry gift to the body of Christ with a profound mantle of prayer and intercession. He is the presiding Metropolitan over ECOBAL (Ecumenical Council of Bishops and Apostolic Leadership)—a global higher learning and development college for the Episcopacy and Apostolic gifts. He is a vision engineer who is impacting the world with powerful messages of hope. Known as a preacher’s preacher, and named a General of Prayer, Archbishop Owens is a third-generation saint of the Church of God in Christ. He was ordained as an Elder in the Churches of the First Born under the late Bishop M.J. Ellis in 1997. He began pastoring his first church in 1999. He joined the Full Gospel Baptist Church Fellowship in November 1999 under presiding Bishop Paul S. Morton and was appointed State Director of the Protocol from 2000-2003. He was further appointed to pastor the first Full Gospel Church in St. Paul, MN in 2004. Archbishop Owens was consecrated, Bishop, on July 14, 2014.
His platform transcends racial, social, and economic barriers, and he continues to touch lives, through his daily intercessory prayer session.
Archbishop Owens has planted four churches, most recently in Brooklyn, NY. He is the proud father of sons, Caleb, and Devin Jr., and husband of Pastor Nadine Owens.

Bishop Z.T. Davis
1st Vice Bishop
Captivating, exhilarating and simply electrifying have been some of the adjectives used to describe the preaching and teaching ministry of Bishop Zacheriah Davis. Combined with his extensive ministry experience, and his choral activities (formally an opera singer), Zacheriah has traveled extensively throughout the United States, Canada & Europe singing and preaching. A native Houstonian, he is a highly sought after speaker, both locally and nationally, to his credit he has completed his post-secondary and graduate education, earning a Doctorate of Theology from Calvary Theological Seminary; continuously pursuing other educational endeavors.
Bishop Davis has the privilege of serving numerous non-profits and other organizations in many capacities with the intent of community involvement and social justice advancement. He has been a member of several committees and focus groups organized by the Department of Justice of the United States of America, following the Mike Brown Jr. shooting death in 2014. He is also a Ferguson/Greater St. Louis Nonviolence 365 Ambassador for the King Center based in Atlanta, GA.
Currently he serves as the Founding Senior Pastor of Calvary Fellowship Church of Cincinnati, the General Overseer of Greater Harvest International Alliance and as a Founding Father and 1st Vice Bishop of the Ecumenical Council of Bishops and Apostolic Leadership (ECOBAL). Bishop Davis is the father of four children and has been an educator for almost ten years. He teaches American Government at the prestigious DePaul Cristo Rey High School in Cincinnati, OH and resides in St. Louis, MO.

Apostle Raheem Turane
2nd Vice Bishop
Apostle Raheem Turane is the visionary and Senior Servant Leader of GROW Church Ministries Inc., an Apostolic ministry dedicated to deliverance, miracles, signs, and wonders. A native New Yorker and a two-time author, he is a September 11th survivor, mental health advocate, certified crisis chaplain, and church planter. His passion lies in redeeming the lost for the Kingdom of God and rebuilding the faith of those who have maintained their relationship with God.
In 2018, Apostle Turane was duly consecrated as a Bishop and affirmed as an Apostle by The Council of International Ministries under the guidance of Apostle Todd Hudson Sr. His apostolic calling has shaped his leadership, focusing on building strong spiritual foundations, equipping leaders, and expanding the reach of the Gospel. He currently serves as the newly appointed Second Vice Bishop of ECOBAL under the leadership of Archbishop Devin Owens Sr.
As a church planter, Apostle Turane has been instrumental in establishing and growing ministries that impact communities through evangelism, discipleship, and outreach. Under his leadership, GROW Church Ministries Inc. With a heart for expansion and a commitment to God’s call, Apostle Raheem Turane continues to lead with vision, integrity, and a passion for seeing lives transformed through the power of Jesus Christ. As a Certified Crisis Chaplain, he provides critical support in times of need, offering guidance, healing, and restoration to those facing life’s most difficult challenges.

Bishop Andrew Henry
3rd Vice Bishop
Bishop Andrew Henry is the Founding Senior Pastor of Kingdom Encounters Christian Church, a rapidly growing ministry in Mid-Michigan. Originally from Phoenix Arizona, Bishop Henry was called by God at a young age. He began preaching the Gospel under the late, Pastor Lenton Jackson Jr. at Union Institutional Baptist Church in Phoenix AZ.
Ordained as a Pastor by Apostle Kevin Hines, he was ordained as a pastor and affirmed as a Prophet by Pastor Andre Miller at the age of 25.
Bishop Henry has an extraordinary prophetic mantle under the anointing of the Holy Spirit, helping to liberate people from all kinds of challenges.
During the pandemic God sent Bishop Henry to the city of Flint Michigan with a vision to plant a church, Kingdom Encounters Christian Church. The church has moved three times in a year because of ministry growth.
Licensed by the state of Las Vegas NV and associated with Chaplains International Inc. Bishop Henry connected with ECOBAL (Ecumenical Council of Bishops and Apostolic Leadership) in 2017. The Lord led him to Archbishop Devin Owens to help the Metropolitan with the college. He was the Overseer of Prophetic Development, and in 2019, Director of Recruitment.
Bishop Henry founded Prophetic Encounters Apostolic Network, a mentoring training network for the Prophetic and Apostolic Gifts. He received a Doctorate Degree of Divinity from, The Pain to Power Development School of Ministry in 2019.

Bishop A.E. Thompson II
Secretary General
Bishop Alandres Thompson, Jr was born in Detroit Michigan in August of 1976. Raised in San Diego, CA and Detroit, Bishop Thompson accepted the gift of salvation in September of 2008 where he served faithfully under Pastor Tony Jackson, Sr of Crossroads Christian Center. There, Bishop Thompson was licensed as a minister of the gospel of Christ Jesus, then later ordained as an elder in the Lord’s church. In 2013, Bishop Thompson, his lovely wife of 20 years and three children, Taylor, Alexus, and Alandres III, moved to Phoenix Arizona, where they served under Dr. Juan M. Brown, Sr of Progressive Baptist Church, Mesa, AZ. In 2018, the spirit of the Lord instructed Bishop Thompson to plant a church which is none other than New Grace House of Worship, and in February 2019, Bishop Thompson was officially installed as senior pastor under the covering of Bishop Quacy L. Smith, Presiding prelate of Global Harvest Covenant Network, Inc. To date, Bishop Thompson and his family continue to serve the Lord and the Body of Christ at New Grace with a strong ministry, winning souls and teaching Christ living out the Great Commandment and Great Commission. In November of 2021, Bishop Thompson was consecrated to the sacred office of Bishop through His Grace,
Archbishop Devin Owens, Sr., serving as Secretary General of Ecobal. Through the help of the Holy Ghost, Bishop Thompson humbly seeks to bring honor to the Lord and the Body of Christ at large.

Bishop J.W. Cole
Chief Operating Officer
Bishop J.W. Cole, Sr., a distinguished spiritual leader and dynamic community advocate, hails from Cincinnati, Ohio. He is an alumnus of Western Hills High School, class of 1988, and pursued theological education at Temple Bible College in Cincinnati.
Furthering his academic credentials, he graduated from ALT Seminary, an affiliate of The International Theological Center in Atlanta, GA. Bishop Cole is the visionary founder of Outbreak Christian Ministries in Cincinnati, OH, where he has dedicated over 25+ years to pastoral ministry. His calling has taken him across the United States, spreading the gospel of Jesus Christ through compelling teachings and sermons.
In June 2001, Bishop Cole was called to shepherd the Greater Saint Mary Missionary Baptist Church in Chattanooga, TN. His leadership extends beyond the pulpit, serving as a Career Coach for Jobs Partnership, a nonprofit that equips individuals through biblical principles to maximize their potential and secure employment.
Bishop Cole is the Presiding Moderator of the Greater Pilgrim Joy District Association, currently in his second four-year term. Additionally, he holds the roles of Chief Operating Officer and Chief Financial Officer for the Ecumenical Council of Bishops and Apostolic Leadership (ECOBAL). His influence reaches civic engagement, with appointments to various boards in Chattanooga by the mayor's office.
Active in numerous organizations, Bishop Cole is a prominent figure in The Greater Harvest Fellowship, ECOBAL, and the Clergy Koinonia of Chattanooga. In February 2017, he established The Word Empowerment Church, known as “THE WE Church,” in Chattanooga, TN.
In September 2023, Pastor Cole was consecrated as a Bishop in the Lord’s Church. His spiritual guidance comes from his mentor, Dr. R.A. Vernon of Cleveland, OH, and his spiritual father, Bishop Zechariah Davis, who both inspire and challenge him to uphold Kingdom Authority, Accountability, Leadership credibility, sound doctrine, and dignity.
Bishop Cole's ministry, “Just Churchin,” has garnered significant media attention. He has been a prominent voice on both secular and Christian radio, and a regular host for the Trinity Broadcasting Network’s (TBN) “Praise The Lord” show. His participation in “Get Motivated Seminars” has further showcased his ability to inspire and educate on business skills, motivation, and effectiveness. Bishop Cole is also the author of a 30-day devotional aimed at encouraging abundant living through motivational stories, scriptures, and quotes.
With over a decade of experience as a Talent Acquisition Consultant and Program Manager for Supplier Diversity & Development at the Tennessee Valley Authority (TVA), Bishop Cole is dedicated to enhancing the lives of the people in the valley. Hisentrepreneurial spirit has led him to ventures in the restaurant, daycare, and lounge industries.
Bishop Cole is known for his passion and energy, driven by a zeal to bring out the best in people and a fervent desire to empower individuals to transform their lives. He believes that with faith and determination, anyone can achieve their aspirations.
Married for ten years to Darleene Cole, affectionately known as Lady D, Bishop Cole and his wife are proud parents of a blended family with seven children and one granddaughter, Calirose. Together, they exemplify a strong, faith-based family unit dedicated to service and community empowerment

Bishop Eugene Lewis
Dean of Education
In 1994, Eugene met the love of his life, LaVona Gaston. He was enamored by her beauty and her ministry as a youth pastor of Miracle Faith Apostolic Church under Bishop Ernest S. Jefferson. He was ordained as an elder and became an assistant pastor.
In 2004, he and his wife founded Lion of Judah Ministries. Later in 2008, he joined the Full Gospel Baptist Church fellowship after meeting District Overseer Johnny R. Withers from Los Angeles, California. He later in that year enrolled at Liberty University and completed a Bachelor’s in religion degree. In 2013 he finished a Master’s in Divinity along with his wife.
Since its inception, Eugene joined a new organization founded by Bishop Devin Owens named the Ecumenical Council of Bishops and Apostolic Leaders (ECOBAL). Eugene has participated as a teacher in the School of the Episcopacy and was appointed as a General Overseer of Education in 2017.
On November 6, 2020, Eugene was consecrated as a Bishop in the Lord’s Church by Archbishop Devin Owens in Brooklyn, New York. Eugene now serves in the Education Department and in the Presidium of ECOBAL.
Eugene is father of Jordan and Joi Lewis who are students in the University of Nevada and Grambling State University respectfully.
